Prime Minister Narendra Modi on Saturday said the government will extend for five years the free ration scheme, Pradhan Mantri Garib Kalyan Anna Yojana, covering 80 crore poor people.
The income-tax department on Thursday nudged black money holders to make "honest" disclosures under the tax amnesty scheme -- Pradhan Mantri Garib Kalyan Yojana -- warning that non-declaration could attract 77.25 per cent tax and penalty along with prosecution.
The finance ministry has asked all ministries and departments not to initiate any new scheme in the current financial year and said that there is a need to use resources prudently in the wake of the COVID-19 crisis. However, funds for schemes under the Pradhan Mantri Garib Kalyan Package, the Aatmanirbhar Bharat Abhiyan package and any other special package or announcement would be allocated, according to an office memorandum by the department of expenditure, which comes under the finance ministry.

The Union health ministry on Monday announced that all claims of "Covidwarriors" under the Pradhan Mantri Garib Kalyan Package will be settled till April 24 after which a fresh insurance policy for them will become effective.

Initially, the additional free benefit under the PMGKAY was provided for a period of three months (April-June 2020) to ameliorate distress caused by the COVID-19 pandemic. However, with the crisis continuing, the programme was extended for another five months (July-November 2020).
Of the total cash outgo Rs 40,000 crore is towards enhanced expenditure under Mahatma Gandhi National Rural Employment Guarantee Program and Rs 33,771.48 crore have been sought for direct benefit transfer under Pradhan Mantri Jan Dhan Yojana and National Social Assistance Programme.
The Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) was launched in March 2020 to provide free 5 kg foodgrains per person per month to about 80 crore beneficiaries covered under the National Food Security Act (NFSA) to reduce their hardship during the lockdown period. This was over and above the general allocation under the NFSA.
The Centre has allocated Rs 73,000 crore to the rural employment guarantee programme Mahatma Gandhi National Rural Employment Guarantee Act for the next fiscal 2021-22, substantially lower than the actual expenditure of Rs 1.11 lakh crore in the current fiscal which included an additional Rs 40,000 crore for the scheme given by the government in the wake of the pandemic's impact on the economy.
This is the first Budget in Amrit Kaal, she said.

On the extension of the PMGKAY, he said it will cost the government Rs 90,000 crore more.

The PMGKY will not allow declarants to use claims made for refunds for advance taxes paid, tax deducted at source and tax collected under the scheme.
The announcement by Banerjee, who is also the chief of the ruling TMC, comes just months ahead of the assembly polls, due in April-May.
"The Congress government and the chief minister should tell the people of Chhattisgarh what link they have with the accused in this scam sitting in Dubai," he said.

Not declaring the black money under the scheme now, but showing it as income in the tax return form would lead to a total levy of 77.25 per cent in taxes and penalty. In case the disclosure is not made either using the scheme or in return, a further 10 per cent penalty on tax will be levied followed by prosecution.
Given that the target was to reach 80.34 million families under PMUY - within three months starting April 1 - the government should have distributed at least 241.02 million cylinders by the end of June. It actually ended up distributing only 119.7 million cylinders.

Stating that the food subsidy bill is becoming "unmanageably large", the Economic Survey 2021 on Friday suggested the government to increase the selling price of foodgrains provided through ration shops to over 80 crore beneficiaries. Foodgrains via ration shops are supplied at highly subsidised rates of Rs 3 per kg for rice, Rs 2 per kg for wheat and Rs 1 per kg for coarse grains through Public Distribution System (PDS) as per the National Food Security Act (NFSA). "While it is difficult to reduce the economic cost of food management in view of rising commitment towards food security, there is a need to consider the revision of central issue price (CIP) to reduce the bulging food subsidy bill," the survey said.
The relaxation would be available only to those beneficiaries who have been credited with the advance for buying the cylinder but have not been able to purchase the refill.
Distributing chana is easier than other varieties of pulses as it only requires cleaning and sorting and can be consumed whole; it was also abundantly available with Nafed.
